Kelsey Keating Hall
Kelsey is a Project Coordinator for ELG and provides analytical, logistical, and research expertise across multiple projects and strategic initiatives. Her experience working with senior executives across industry and the Department of Defense gives her a strategic perspective as well as deep knowledge to assist in solving complex organizational challenges.
Kelsey has unique insight into executive management, both in the private and public sectors, from her over four years as an analyst for the Office of the Secretary of Defense in the Pentagon. From 2012 to 2015 Kelsey was the Program Analyst and research lead for the Defense Business Board (DBB), a group of senior-level corporate executives appointed to advise the Secretary of Defense on challenging business issues and best practices. In that role she worked directly with Board members to manage Task Group studies for the Secretary and Deputy Secretary of Defense on issues areas such as public-private partnerships, defense acquisition reform, science and technology management, and corporate performance management. For her work with the DBB, she was awarded the Office of the Secretary of Defense Medal for Exceptional Civilian Service in July 2015.
Previously, Kelsey served a rotational assignment in the Office of the Deputy Assistant Secretary of Defense for Countering Weapons of Mass Destruction where she worked on treaty compliance issues, including a project to streamline and modernize a nuclear compliance reporting system. Prior to that she served a rotation in the Office of the Assistant Secretary of Defense for Legislative Affairs as a Constituent Inquiries Liaison where she researched and articulated DoD programs and policies to Congressional staff. She also served in the Directorate for Organizational and Management Planning as a Junior Management Analyst where she authored legislative proposals and appeals for the DoD.
Before she came to the Department of Defense in May 2011, Kelsey was an Intern with United States Representative Cathy McMorris Rodgers (WA-05) in her Washington, D.C. office. Prior to that she was contracted to the Department of the Interior's Office of the Secretary as a Records Management Specialist.
Kelsey received her Master of Science in Defense and Strategic Studies from Missouri State University in 2012 and her Bachelor of Arts in Political Science from Grove City College in 2009.
